Overview

 

The Property Administration Executive oversees and safeguards the physical assets and inventory of Debre Berhan University. This role ensures the systematic registration, allocation, maintenance, transfer, and disposal of all university property in full compliance with Ethiopian public procurement and property administration directives as well as internal policies. By maintaining rigorous accountability and asset tracking, the Executive supports operational continuity, financial transparency, and audit readiness across all campuses.

Key Roles and Responsibilities

·       Inventory Management & Tracking: Maintain a centralized asset database; oversee standard tagging, classification, and accurate record-keeping for all fixed and operating assets.

·       Asset Verification & Auditing: Lead periodic physical inventory counts and reconcile asset registers across all colleges, administrative units, and campuses to ensure 100% audit readiness.

·   Regulatory Compliance: Enforce adherence to federal public property administration regulations, ministry directives, and institutional governance standards.

·         Custody & Movement Control: Authorize asset transfers, oversee property handover documentation, and manage inter-departmental equipment reallocation.

·         Maintenance & Operations: Coordinate routine maintenance, repairs, and necessary replacements by collaborating with internal technical teams and external suppliers.

·         Resource & Space Allocation: Direct the strategic distribution of furniture, machinery, and instructional equipment based on departmental requirements.

·        Disposal & Surplus Management: Identify obsolete, damaged, or surplus assets; prepare formal documentation for disposal, public auction, or write-offs per statutory guidelines.

·         Reporting & Data Analytics: Compile and submit comprehensive property management reports, asset valuation summaries, and statistical updates for senior management and external auditors.

·        Capacity Building: Provide technical guidance and training to departmental property custodians to standardize record-keeping and internal controls.

·       Risk Mitigation & Security: Implement loss prevention protocols, storage security standards, and risk mitigation strategies to prevent asset damage, theft, or misuse.
